The US Securities and Exchange Commission (SEC) had set a subpoema to Mondelēz back in 2011 letting the company know that it was investigating how the firm got its government approval to expand its factory in Baddhi, Himachal Pradesh, India. In 2015 SEC recommended enforcement action against Mondelēz for violating the US Foreign Corrupt Practices Act (FCPA). Mondelēz declared payments for a consultant improperly. The consultant was helping Mondelēz to get the necessary approval for the expansion. The company doesn´t deny or admit the process and pays 13m USD of civil charges.
